Item 15 concerns participation in operating the franchise business. Use it to test whether your planned ownership role matches the actual offer, especially if the investment model assumes that a manager will run everything.
Describe the proposed owner role
Write down how much time you expect to spend on supervision, sales, staffing and administration. Compare that plan with the disclosed requirements and agreement. A business described as manager-run still needs someone accountable for management quality and financial control.
Identify who must be approved or trained
Ask which individuals require approval, training or specified experience. Investigate replacement procedures if a designated manager leaves. Keep these as document-based checks rather than assuming that hiring any experienced employee resolves the obligation.
Budget the management structure
Model paid management, cover and owner oversight explicitly. If the proposed arrangement is not permitted, changing the staffing budget cannot fix the underlying mismatch. Obtain written clarification before proceeding on an absentee-owner assumption.
A worked research example
Illustrative example: a plan allocates five owner hours weekly but requires thirty hours of tasks that no paid role covers. The immediate issue is a twenty-five-hour responsibility gap, even before checking whether the offer allows that ownership model.
Evidence to gather
- Write the intended owner duties and hours
- Check the disclosed participation requirement
- Identify management approval and training
- Budget cover for management absence

Frequently asked questions
Does hiring a manager make a franchise passive?
No. Owner obligations and oversight still need to be established.
Does Item 15 alone settle every staffing question?
No. Read the agreement and related training and operating provisions.
Can my planned role differ from the requirement?
Do not rely on a different arrangement without appropriate written clarification and advice.
